Production, feed, cold chain and processing in a single investment — planned as one programme instead of four disconnected purchases.
What a cross-vertical project looks like
- An aquaculture programme with a hatchery, a grow-out system, a feed line and a processing and cold storage block.
- A poultry investment combining breeder and broiler housing, a feed mill and a processing plant with chilling.
- A horticulture project pairing greenhouses and irrigation with post-harvest grading, packing and cold storage.
- An agro-industrial park where several tenants share utilities, cold chain and logistics infrastructure.

Split into packages before you approach any supplier
A single RFQ covering four disciplines produces offers that cannot be compared, because each manufacturer prices only the part it makes and assumes the rest. Break the programme into packages that match how the market actually supplies: production systems, feed, processing lines, refrigeration and cold storage, utilities, and civil works.
Each package gets its own scope boundary, its own capacity figure and its own acceptance test. The programme keeps one master schedule above them.
Control the interfaces explicitly
- Physical: floor levels, openings, plinths, drainage, structural loads and clearances between packages.
- Utilities: power, water, steam, compressed air and refrigeration duty — who supplies, who consumes, who sizes.
- Product flow: throughput, temperature, packaging format and handling method at each handover point.
- Control and data: which package owns the PLC, the network, the alarms and the reporting layer.
- Responsibility: which supplier performs the interface test, and who signs it off.
Sequence the procurement
Fix the packages that dictate the building first — usually process lines and refrigeration — because they determine layout, utilities and civil design. Award ancillary packages after those envelopes are frozen, otherwise every later change ripples backwards into concrete.
Long-lead items such as compressors, extruders, main switchgear and specialised transport should be identified at the planning stage rather than discovered in the delivery schedule.
Finance the programme, not the packages
Financiers assess the integrated business case: total capital cost, phased drawdown, offtake, operating margin and the sponsor's contribution. A programme presented as four unrelated purchases is harder to fund than the same investment presented as one phased capital plan with a single cash-flow model.
Where packages come from different countries, more than one export credit agency can be involved. That is workable, but it needs to be planned before orders are placed rather than after.
Routing to the specialist platforms

Should one supplier take the whole integrated project?+
A single turnkey contractor reduces interface risk but narrows competition and usually raises price, because the contractor subcontracts the disciplines it does not manufacture and adds margin on top. Multi-package procurement keeps competition per package, at the cost of the buyer owning interface management. The right structure depends on the buyer's in-house engineering capacity.
How do we keep offers comparable across different disciplines?+
Use the same requirement structure for every package: scope boundary, capacity, utilities, standards, documentation, delivery term, acceptance test and commercial terms. The technical content differs; the format should not.
Can one RFQ be issued for the whole programme?+
Issue one programme brief for context and separate RFQs per package for pricing. That gives suppliers the picture they need without forcing them to guess at scope outside their discipline.
