Importing fresh fruit and vegetables into the UAE and Saudi Arabia: documents, registration and what to put in an RFQ
Consignment release in the UAE, SFDA clearance in Saudi Arabia, and the supplier documents that decide whether a quote is usable.
Prepared by the Global B2B Group project team · Published · Last reviewed · Scope: United Arab Emirates (federal MOCCAE rules; Dubai Municipality food registration) and Saudi Arabia (SFDA, MEWA). Emirate-level rules outside Dubai, such as Abu Dhabi's, are not covered here.

What do importers in the UAE and Saudi Arabia need for fresh produce?
In the UAE, the Ministry of Climate Change and Environment (MOCCAE) inspects fresh fruit and vegetable consignments on arrival and releases them once import requirements are met; the core documents are the exporting authority's phytosanitary certificate, the invoice or contents list and a certificate of origin when the phytosanitary certificate does not state origin, plus pesticide-residue analysis certificates for origins named in ministry circulars. In Saudi Arabia, the SFDA requires the importer to register its establishment and the products on the Ghad platform and to submit clearance requests through FASAH, with origin certificate, commercial invoice, bill of lading and a phytosanitary certificate for fresh fruit and vegetables.

United Arab Emirates: consignment release by MOCCAE
MOCCAE's 'release of agricultural products consignment' service covers fresh fruits and vegetables. Consignments are inspected at the entry point — visually, with laboratory tests if required — and released once they meet all import requirements.
For some origins, MOCCAE's special requirements name a pesticide-residue analysis certificate for fruit and vegetables (its page lists, for example, Jordan, Egypt, Oman and Lebanon) and ties repeat violations to bans on the exporter. Fruit that hosts fall armyworm, from countries where it is present, needs an additional declaration on the phytosanitary certificate that the consignment is free of it.
| Document | Notes |
|---|---|
| Phytosanitary certificate | Issued by the competent authority of the exporting country |
| Invoice or contents list; transport and customs documents | Must match the consignment |
| Certificate of origin | If the phytosanitary certificate does not state the country of origin |
| Pesticide-residue analysis certificate | For origins and products named in ministry circulars |
| Additional declarations | For example fall armyworm freedom, where the product and origin require it |
Dubai: product registration and label assessment
Dubai Municipality runs digital services for food import, re-export and registration. Its user manual separates product registration, label assessment against UAE standards and a combined service, and asks for product details and label images. Packed and labelled produce lines are the ones most likely to need registration; ask your Dubai importer of record which applies to your pack format before suppliers print labels.
GSO 9:2022 is the Gulf technical regulation for labelling prepackaged foodstuffs. GSO 150-2 sets voluntary (guiding) expiration periods; it is not a mandatory shelf life for fresh produce.
Saudi Arabia: SFDA registration and FASAH clearance
Before importing, the SFDA requires the importer to register its establishment on the Ghad platform and to register the food products it intends to import there. Clearance requests go through the FASAH trade platform and the SFDA's electronic systems. The SFDA also requires a licensed warehouse that meets its requirements, with exemptions it defines (for example importers with no more than 5 shipments and 2,000 kg in a calendar year).
The Ministry of Environment, Water and Agriculture (MEWA) publishes entry requirements for fruit and vegetables that include an import licence, the exporting authority's phytosanitary certificate and compliance with quarantine rules.
- Labelling: the SFDA applies GSO 9 for prepackaged food labels and SFDA.FD 2233 for nutrition labelling, and requires label information in Arabic; where other languages appear, they must match the Arabic.
- Residues: SFDA.FD 382 sets maximum pesticide residue limits for agricultural and food products — ask suppliers for results against it.
- Halal: the halal slaughter certificate applies to meat, poultry and raw gelatine, not to plain fresh fruit and vegetables.
| Document | SFDA note |
|---|---|
| Certificate of origin | Issued by the shipping or manufacturing country |
| Commercial invoice | Must state the products, quantities, expiration dates and batch numbers |
| Bill of lading | From the shipping company |
| Phytosanitary certificate | For agricultural crops and fresh fruit and vegetables, under SFDA import conditions |
| Certificate of conformity | Optional for most countries, mandatory for some listed by the SFDA |
What a Gulf-bound produce RFQ must specify
Gulf importers often buy several origins across the year for the same line. Writing these fields once lets every supplier quote against the same product and the same documents.
| Field | What to state |
|---|---|
| Product and variety | For example navel oranges, Alphonso or Kent mangoes, Hass avocados, iceberg lettuce |
| Origin(s) | Country and region; ask whether the origin is named in MOCCAE residue circulars or SFDA lists |
| Size, grade and quality | Count or size code, class, defect tolerances, maturity measure where relevant |
| Packaging and labelling | Carton format, retail packs, Arabic label content and who approves the artwork |
| Destination | Port or airport of entry (for example Jebel Ali, Dammam, Jeddah) and the importer of record |
| Documents | Phytosanitary certificate with any additional declarations, origin certificate, residue analysis, invoice with batch numbers |
| Programme | Weekly or seasonal volumes and arrival windows, including Ramadan and summer demand if relevant |
| Price basis | Incoterm and named place; currency (USD, AED or SAR) and validity |
| Inspection and claims | Arrival inspection point, logger data and claims evidence |
Tradeoffs to decide before you ask for quotes
- Air or sea: leafy greens and soft fruit often move by air into the Gulf; hardy fruit such as citrus suits reefer containers. Ask for both quotes where you are unsure.
- Near or far origins: nearby origins can shorten transit, but some carry residue-certificate requirements in UAE circulars — factor the testing into the comparison.
- Bulk cartons or retail packs: retail packs move labelling and registration work to the supplier side and need artwork approval early.
- One emirate or several destinations: a programme serving both the UAE and Saudi Arabia needs two sets of importer registrations and labels.
Sourcing and import risks to plan for
- A failed inspection or residue result can stop release of the consignment; repeat violations can lead to bans on the exporter.
- Missing additional declarations on the phytosanitary certificate are a common, avoidable hold.
- Invoices without batch numbers or expiration dates do not meet the SFDA document note.
- Arabic label errors are expensive to fix after printing — approve artwork before packing.
- High ambient heat makes cold-chain breaks at transfer points costly; agree logger data and claim evidence in advance.
What Global B2B Group does — and does not do — for Gulf-bound produce
We do
- Reviews your UAE- or Saudi-bound request and completes the specification with you
- Approaches suitable suppliers on your behalf and asks for the documents and declarations listed above
- Returns offers laid out on the same basis so you can compare them
We do not
- Import, buy, sell, ship or clear produce — registration and clearance stay with the importer of record
- Confirm that a consignment will be released, or that a supplier is registered with an authority
- Publish stock, prices or supplier contact details, or connect you directly with suppliers before review
Put these in a UAE- or Saudi-bound sourcing request
- Importer of record in each destination, and whether its establishment and products are registered (Dubai Municipality, SFDA Ghad)
- Product, variety, origin and any residue-certificate or additional-declaration requirement for that origin
- Size, grade, packaging and Arabic labelling
- Port or airport of entry, arrival weeks and freight mode
- Documents: phytosanitary certificate, origin certificate, residue analysis, invoice with batch numbers and expiration dates
- Incoterm, currency, quote validity, and the arrival inspection and claims procedure
Our team turns these points into one reviewed request and approaches suitable suppliers on your behalf. Buyers pay nothing; sourcing programmes start from USD 250,000 per year or season, and every requirement is confirmed per shipment rather than assumed.

Frequently asked questions
Which documents does the UAE require for fresh fruit and vegetables?
MOCCAE lists the exporting authority's phytosanitary certificate, transport and customs documents with the invoice or contents list, and a certificate of origin when the phytosanitary certificate does not state origin. Pesticide-residue analysis certificates are required for origins named in ministry circulars.
What are Ghad and FASAH in Saudi Arabia?
Ghad is the SFDA platform where importers register their establishment and the food products they intend to import. FASAH is the trade platform through which clearance requests and documents are submitted.
Do fresh fruit and vegetables need a halal certificate in Saudi Arabia?
The SFDA's halal slaughter certificate applies to meat, poultry and raw gelatine. Plain fresh fruit and vegetables are not slaughtered products; check the SFDA conditions for any processed or labelled item.
Must labels be in Arabic?
The SFDA requires label information in Arabic, and any other language used must match the Arabic. In the UAE, Dubai Municipality assesses labels against UAE standards; GSO 9:2022 covers prepackaged food labelling.
Does Global B2B Group import or clear the produce?
No. We are a buyer-side sourcing service. Our team reviews your request, approaches suitable suppliers on your behalf and returns comparable offers; registration and clearance stay with the importer of record.
Is there a minimum for a Gulf sourcing request?
Assisted sourcing applies to programmes of USD 250,000 or more per year or season, not per shipment. Buyers pay nothing; smaller requests are kept on file without supplier outreach.
