What accompanies the committee file

Start with the operational constraint and the cost of doing nothing. Tie the selected scope to one controlled RFQ; attach a comparison of scope exclusions and interfaces rather than unrelated headline prices. Each budget line should trace to a quotation or clearly marked assumption.

The financial annex separates base and downside cases, records the buyer's hurdle rate, and treats financing as subject to the provider's independent decision. Assign risk owners and plan a later review against the approved assumptions.

Decision wording when evidence is missing

Illustrative recommendation: defer the capital decision until baseline, budget and comparable bids are verified, the funding route is assessed and delivery risks have owners. No resolution or financing commitment is implied.
