We publish the tender through our qualified supplier network across 40+ countries, in the languages the target bidders operate in, with a bidders' conference and a structured Q&A process.

Evaluation support

We build the evaluation matrix, run technical and financial scoring in parallel, and produce an evaluation report that stands up to public-sector audit and, where relevant, multilateral no-objection review.

Financing coordination

Where the buyer intends to use ECA cover or DFI financing, we align the tender documentation and the timeline with the financier's process from the start — not after award — which prevents the costly reruns that this misalignment usually causes.

What is a government tender?

A structured public procurement process where an authority invites competing bids for a defined scope of works, goods or services. Most large public tenders follow open or restricted procedures with published criteria and a formal evaluation.

Do you work with governments directly?

Yes. We support public authorities, state-owned enterprises and their advisors on the buyer side of the process. We do not represent bidders in tenders we prepare.

Which procurement standards do you follow?

We align to the guidelines the funding source uses — most commonly World Bank, IFC, EBRD, AfDB, ADB or IsDB — or to the country's own public procurement code.

Can international suppliers bid?

Yes. Our outreach covers 40+ countries in multiple languages so tenders can attract genuinely international competition, which improves price and quality compared with local-only tenders.

How is confidentiality handled?

All bidder proposals are received and evaluated under strict confidentiality. Only the evaluation committee and, where relevant, the multilateral financier's no-objection reviewers have access.
