A defensible scorecard weights technical capability and specification fit, quality system and certification, delivery reliability, total commercial cost, financial standing, after-sales and spares, HSE and ESG compliance, and contactable references. Each criterion is scored 1-5, multiplied by its weight, and evidence is required for any score of 4 or 5.
