Every well-run industrial RFQ already answers the buyer's questions: what to build, at what price, on what schedule, with what warranty. Bankability adds a second lens — the lender's — and reshapes how each of those answers is documented. The specifications become standards-based rather than brand-based so a competitive market exists. The bid form is uniform so every price is comparable. Commercial terms are written before bidders see them so retention, LDs, warranty and Incoterms are not negotiated on the winner's paper. Bank-facing information requirements
Below is the information a bankable RFQ package must carry — either inside the RFQ documents issued to bidders, or in the parallel lender data room built by the sponsor. Missing items are the single largest cause of financing delay on industrial projects.
1 · Sponsor and project structure
- Corporate structure of the sponsor and any project company (SPV), with ultimate beneficial ownership disclosed.
- Board resolution authorising the project and confirming equity commitment (typically 20–35% of CAPEX).
- Management CVs for the project director, engineering lead, and commercial lead.
- KYC pack: audited financials (3 years), incorporation, tax ID, sanctions screening, PEP screening.
2 · Technical readiness
- Feasibility study or basic engineering package (level of detail: FEL-2 minimum, FEL-3 preferred for >$20M).
- Site control evidence (title, long lease, or option); ground survey, geotechnical, hydrology as relevant.
- Utilities availability letters (power, water, gas, telecoms) with capacity and connection lead-time.
- HAZOP / HAZID summary if the plant handles hazardous processes or materials.
3 · Commercial and revenue
- Off-take agreements, tolling contracts, PPA, or a defensible market study for merchant volumes.
- Revenue and price sensitivity tables; base, downside, and stress cases.
- Working-capital model showing peak cash requirement and financing plan for it.
4 · Environmental, social and governance
- Environmental and social impact assessment (ESIA) matched to the lender's standard — IFC Performance Standards, Equator Principles, or the ECA's own framework.
- Environmental and Social Action Plan (ESAP) with dated commitments.
- Community consultation record and grievance mechanism.
- Climate risk screening (physical and transition) — increasingly required by ECAs and DFIs from 2024 onwards.
5 · Legal, permitting and country
- All permits obtained or a permit register with regulator, status, and expected date.
- Country-risk mitigation: MIGA / political risk insurance quote, host government support letter, or investment treaty coverage.
- Legal opinion on enforceability of contracts under governing law and dispute resolution seat.
6 · Financial model and DSCR
- A lender-ready financial model in Excel, with clearly separated inputs, calculations, and outputs; no hard-coded values in calculation sheets.
- Minimum and average DSCR across the tenor (typical thresholds: 1.30x for infrastructure, 1.40x for industrial, 1.50x+ for merchant/commodity exposure).

7 · Risk and insurance

- Performance security scheme: advance payment guarantee, performance bond (typically 10%), warranty bond.
8 · Procurement governance
- Written procurement policy the RFQ complies with (sponsor's own, DFI guidelines, or ECA-required rules).
- Documented evaluation matrix issued with the RFQ, not written after bids arrive.
- Q&A log and addenda register maintained through the bid window.
- Executed EPC or supply contract and any parent-company guarantee.

The 10-stage preparation workflow
Lock scope boundaries, capacity, location and commissioning date. If any of these is still moving, the RFQ is not ready — clarification rounds and re-bids will cost more than the delay.
Document sponsor equity, off-take, permits obtained, and any lender or ECA already engaged. Align the RFQ's terms with the financing structure before drafting.
Use standards-based, performance-oriented specifications. Forbid brand names except as 'or equivalent' benchmarks with published equivalence criteria.

The evaluation matrix must be finalised, signed off internally, and included in the RFQ package before bids are received. Adjusting weightings after opening is the single fastest way to make an award indefensible to both the board and the lender.

Ten mistakes that break bankability
- 01Brand-named specifications with no equivalence criteria
Kills competition, signals to the lender that the process was steered, and forces a costly re-run when caught in due diligence.

Makes bids incomparable, gives cover to hide contingencies, and forces the evaluator to normalise after the fact — a red flag for auditors.
- 03Evaluation criteria written after bids are opened
Even if the outcome is 'right', the process is indefensible. Lenders and DFIs treat this as a governance failure.
- 04Payment terms invented on the winner's contract paper
The winner captures the terms; retention drops, warranties shorten, LDs vanish. Bank comfort disappears with them.
- 05Skipping the ESIA or treating it as a formality
ESIA is not paperwork — it is the risk lens the lender uses. A weak ESIA delays financing more than any other single document.
- 06Financial model with hard-coded values inside calculations
Any credit analyst will refuse it. Rebuild with inputs, calculations and outputs on separate sheets and no hard-coded numbers in formulas.
- 07No parent-company guarantee where the bidder is an SPV
Especially common for turnkey EPC. Without a PCG the lender cannot rely on the bidder's balance sheet — it must be requested inside the RFQ, not after.
