RFQ vs RFP: The Definitive Guide for Industrial Buyers

An RFQ (Request for Quotation) is used when the buyer already knows exactly what they need and wants competitive pricing on a defined specification. Request for Quotation (RFQ)
A Request for Quotation is a formal procurement document issued to pre-qualified suppliers when the buyer's specification is complete, standards are defined and quantities are known. Its purpose is to obtain comparable pricing on the same scope, on the same commercial baseline. A well-written RFQ contains a rev-controlled technical specification, applicable standards (ISO, IEC, ASME, EN, API), site and utility data, Incoterms, currency, payment milestones, warranty, performance bonds, liquidated damages, evaluation criteria and a fixed response window.
Request for Proposal (RFP)
A Request for Proposal is issued when the buyer knows the outcome required but is open to alternative solutions. Suppliers propose how they would deliver — methodology, team, references, phasing, risk mitigation — as well as price. RFPs are the right tool for consulting engagements, complex systems integration, turnkey EPC bids, and any procurement where methodology, approach or design is part of the decision.

When to Use an RFQ
Use a Request for Quotation when three conditions hold:
- The specification is complete. Engineering has produced a rev-controlled datasheet, P&IDs or drawings, and all applicable standards are named.
- The decision drivers are commercial. Price, lead time, warranty, payment terms and total cost of ownership dominate the award — not methodology or design creativity.
- The supplier universe is qualified. You are inviting suppliers whose capability, references and financials have already been verified.
Typical use cases: process equipment (compressors, chillers, hatchery lines, RAS filtration, greenhouse structures), bulk materials, defined civil works, refurbishment scopes with clear boundaries, and any capital purchase where the "what" is settled and only the "how much" is open.
When to Use an RFP
Use a Request for Proposal when any of the following applies:
- Scope is outcome-based ("build me a hatchery producing 500,000 chicks per week"), not specification-based.
- Methodology, phasing or design approach materially affects the outcome.
- Multiple technology pathways could deliver the outcome, and you want the market to propose.
- You need supplier capability and experience to weigh as heavily as price.
- The project is turnkey (EPC), design-build or design-build-operate.
RFPs demand more supplier effort — reference cases, CVs, phased plans, risk registers — so response windows are longer, and evaluation is weighted rather than lowest-price.
Where RFI Fits In
A Request for Information (RFI) sits before either an RFQ or an RFP. Its purpose is market intelligence: understanding what technologies exist, indicative price bands, typical lead times, and which suppliers merit qualification. An RFI carries no commitment to buy. Well-run enterprises use RFIs early in a project to shape the specification itself, then transition to a formal RFQ or RFP once the direction is clear.

A four-step test to choose the right document. If two or more answers point to RFP, run an RFP first — then follow with an RFQ to the shortlist.
5 Costly Mistakes to Avoid
Suppliers price ambiguity as risk. Every unresolved spec question becomes an inflated line item or an exclusion. Lock the specification before releasing the RFQ.
An EXW quote and a DDP quote are not comparable. Fix Incoterms in the RFQ so every response arrives on the same commercial baseline.

- Normalise. Convert every quote to the same currency, Incoterm, warranty duration, spares package and payment structure. This alone often reveals that the "cheapest" quote isn't.
- Score against disclosed criteria. Apply the weights you published in the RFQ — never invent new criteria after responses arrive.
