Short answer

Define seven things before you contact a single supplier: the business objective, the site and location, the production requirement, the process, the utility envelope, the project scope boundary and the commercial frame. Quotations requested before these are fixed are not comparable, because each supplier silently assumes a different project.

Why the pre-quotation stage decides the outcome

Most industrial procurement problems are not caused by choosing the wrong supplier. They are caused by asking several suppliers a question that was never fully defined, then comparing answers that describe different projects. One supplier assumes two shifts, another assumes three. One includes installation, another quotes ex-works. One guarantees output on your raw material, another on a laboratory-grade input.

Once quotations arrive on incompatible bases, the buyer has three bad options: award on price and absorb the scope gaps later, run several clarification rounds and lose months, or restart the enquiry and lose credibility with suppliers. Defining the project first avoids all three.

1. Business objective

  • The product to be manufactured, stored or processed, in the form the market buys it.
  • Required annual output, and whether that is a first-year figure or a design figure.
  • Target market and the standards that market imposes on the product.
  • Expected expansion: the capacity the line must reach later without replacement.

2. Location and site

  • Country and exact site — this drives freight, duties, standards, voltage and service coverage.
  • Building: existing or new, clear height, floor loading, column grid, door dimensions.
  • Climate: ambient temperature and humidity extremes, which change refrigeration and drying design.
  • Infrastructure: road access, crane availability, port of discharge, inland transport constraints.

3. Production requirement

Capacity is the single number that sizes everything else. State it as output per hour at a defined operating pattern, not as an annual total, because annual totals hide the shift assumption. A line delivering 2 t/h on three shifts is a very different capital cost from a line delivering 6 t/h on one shift for the same annual tonnage.

  • Capacity per hour, shifts per day and operating days per year.
  • Product specifications: format, weight, dimensions, tolerance, packaging.
  • Input material characteristics, including variability and worst-case condition.
  • Output specification, including quality grade and shelf-life requirements where relevant.

4. Process definition

  • Major production stages in scope, and the stages explicitly excluded.
  • Automation level: manual, semi-automatic, fully automatic, and where operators intervene.
  • Quality requirements: inspection points, rejection handling, traceability.
  • Redundancy: which failures must not stop the line, and what standby is required.
  • Future expansion: which stage will become the bottleneck first, and how it will be uprated.

5. Utility envelope

Suppliers cannot size equipment without these. Give the available figure, not the desired one.

6. Project scope boundary

The scope boundary is where most of the money hides. Machinery-only pricing can look 20–35% cheaper than an installed line simply because installation, electrical works, commissioning and training sit outside it. Decide the boundary before the enquiry so every supplier prices the same envelope.

  • Machinery only, complete line, or line plus building and civil works.
  • Installation: supervision only, or full mechanical and electrical installation.
  • Electrical works up to the machine, and who provides cabling and switchgear.
  • Commissioning, performance testing and acceptance criteria.
  • Operator and maintenance training: hours, language and location.

7. Commercial frame

  • CAPEX range you are working to, including a contingency appropriate to scope maturity.
  • Delivery deadline and the consequence of missing it.
  • Warranty duration and what it actually covers — parts, labour, travel, output.
  • Service response expectation and spare-parts availability in your region.
  • Whether independent third-party financing will be explored in parallel.
